Mr. Michael

To ask the Secretary of State for the Home Department if he will make available existing scoping reports on potential market testing exercises to the relevant staff associations and unions; and if he will place copies of the reports in the Library.

Scoping Study reports will be made available to Home Office trade unions, except where they contain classified material. As the reports are internal management documents I do not consider it appropriate to place them in the Library.

To ask the Secretary of State for the Home Department what will be the financial implications of the application of the Transfer of Undertakings (Protection of Employment) Regulations 1981 to Home Office functions which have been identified for market testing during 1993–94.

Mr. Kenneth Clarke

Potential contractors will he required to take account of the implications of the Transfer of Undertakings (Protection of Employment) Regulations 1981 and the EC Acquired Rights Directive in their bids. Only at that stage will it be possible to make any assessment of the financial implications.
