Mr. Cousins

To ask the President of the Board of Trade if he proposes to ask the European Commission to consult the public and the European Parliament on any postal services directive under article 100(a) of the treaty of Rome.

[holding answer 2 April 1993]: Directives issued by the European Commission under article 100(a) of the treaty of Rome are subject to consultation with the European Parliament. There is also a consultation process with interested parties during the negotiation period of such directives and before their implementation.

To ask the President of the Board of Trade what is the Government's policy on whether direct mail should be part of the European Community's postal service obligation.

Mr. Leigh

[holding answer 2 April 1993]: The Government are of the view that direct mail should be encompassed within the definition of a universal service obligation.
