To ask the Secretary of State for Transport what representations he has received concerning the introduction of the MOT diesel smoke test.

There has been much support for emissions checking during roadworthiness tests, although there has been concern that the diesel smoke test can cause damage to engines which have not been properly maintained in accordance with the manufacturer's recommendations. That is why we have temporarily suspended the test.

To ask the Secretary of State for Transport whether all examiners and testers authorised for the purpose of carrying out MOT tests on diesel-powered cars will be required to have access to on-site diesel smoke meters.

To ask the Secretary of State for Transport which individuals and organisations he consulted when drawing up smoke meter specifications and test procedures for use in the MOT diesel smoke test; and what was their response.

The Department consulted representatives of the vehicle and equipment manufacturers about the smoke meter specification and a much wider group of organisations about the test procedure, including representatives of vehicle users and operators, local authority associations, the garage trade and environmental groups. The response to consultation on the smoke meter specification was of a technical nature. Respondents to the proposal to introduce the check, and the associated test procedure, supported this environmental initiative although some concern was expressed about a slight risk of engine damage, which was reflected by the Department in advice to MOT testing stations on how to minimise the risk.

To ask the Secretary of State for Transport, pursuant to his answer of 16 February to the hon. Member for Stoke on Trent, North (Ms Walley),Official Report, column 151, when he hopes to reinstate MOT diesel smoke tests by meter.

The Department is currently investigating reports that the smoke test has caused damage to some engines and, although it would be premature to give a firm date, I hope that the test can be reinstated later in the year.
