§ Mr. Garel-JonesIn accordance with the IAEA board of governors' resolutions of 25 February and 18 March, the Director-General of the IAEA made a statement to the board of governors on 31 March on safeguards in the Democratic People's Republic of Korea. Dr. Blix reported that the IAEA was unable to verify that there has been no diversion by the DPRK of nuclear material to nuclear weapons or other nuclear explosive devices, and that the DPRK was in non-compliance with its safeguards agreement with the agency.
