To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make it his policy during the United Kingdom presidency of the European Community to encourage the international community to provide extra resources for agricultural recovery; if he will make it his policy to enlarge the EC social fund to enable the poorest people to cope with economic changes; and if he will make a statement.

We do not intend to press for additional resources for agriculture either during, or after, the United Kingdom presidency. The recently agreed common agricultural policy reform measures included generous compensation for all farmers. In addition, the Community's agricultural guidance fund already provides resources to support structural change and investment in the agricultural sector.

The European social fund is essentially a vocational training and retraining fund. The United Kingdom's top priority is that the European social fund should continue to help those who are unemployed back into the labour market through vocational training and employment measures.
