§ Mr. HainTo ask the Secretary of State for Wales (1) if he will set out in detail the costs of establishing the new unitary councils in the areas of(a) personnel including 776W recruitment and relocation, (b) property costs, (c) transference to new information technology systems and (d) shadow councils and extra election costs;
(2) if he will set out in detail the one-off costs of setting up the new unitary councils in the Principality.
§ Mr. David HuntI have engaged Touche Ross management consultants to advise me on the nature and magnitude of transitional costs which might arise in moving to a structure of unitary authorities in Wales. I will publish the consultants' report when it is available.
