§ Sir Wyn RobertsThe reforms that we have already implemented—more parental choice, rigorous testing, external inspection of standards in schools, local management of schools, grant-maintained schools, and the national curriculum—are helping to shape a more open, a more responsive, and a more demanding system of education. The White Paper seeks to build on these solid foundations.
