To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement as to what diplomatic measures he is taking to force India to implement the resolutions of the United Nations and the European Parliament calling for a peaceful settlement in Kashmir; and if he will consider imposing(a) economic sanctions and (b) an arms embargo.

We are deeply concerned to see a resolution to the Kashmir dispute and are ready to help if both sides would like us to play a role. We take every opportunity to urge India and Pakistan to agree a peaceful means of resolving the dispute as they committed themselves to do in the 1972 Simla agreement. The United Nations resolutions of 1948 and 1949 set out a possible framework, but neither side fully implemented those resolutions and they have, to some extent, been overtaken by events.
