§ Mr. CurryCommission legislation giving effect to the new premium scheme is still in the course of preparation and arrangements for its application in the United Kingdom cannot therefore be finalised. I recognise the need for some form of transitional arrangement so that the provision of animals for slaughter is not interrupted in the early months of the year, but this is still to be negotiated.
