§ Mr. BowisTo ask the Secretary of State for Education what guidance he has issued to local education authorities to ensure a fair distribution of transport budgets between pupils and students attending maintained schools and colleges in the further education sector.
§ Mr. FormanLocal education authorities will have a duty from 1 April 1993 to treat full-time students who attend colleges in the further education sector no less favourably as regards transport than pupils of the same age who attend schools maintained by an LEA. Guidance on this new duty will be given to LEAs in a circular on the Further and Higher Education Act 1992, a draft of which was issued for consultation on 27 July.
