To ask the Secretary of State for Wales if he will make it his policy to review the working of German communes—community councils—as part of his study into the role and function of town and community councils in Wales.

No, but I would be happy to receive any observations on such matters which the hon. Gentleman might wish to make.

To ask the Secretary of State for Wales how many responses he has received to his Department's consultation paper on town and community councils; and how many of these advocate an enhanced representational role for the councils.

I have received 353 responses to the consultation paper. The detailed analysis of these responses is continuing, but, of those which have been examined, most support an enhanced representational role for local councils.
