To ask the Secretary of State for Scotland what financial assistance already exists to enable local authorities in Scotland to set up recycling schemes.

There are no schemes for Government financial assistance in Scotland specifically for local authority recycling projects. However, the Government, through exchequer grant, finance the majority of local authority revenue expenditure. Capital expenditure for local authority recycling activities is not identified separately within overall capital expenditure allocations. It is for the authorities to determine expenditure priorities within their overall allocations. Authorities planning to set up recycling schemes should identify such expenditure in their financial plans, and such projects are given priority in determining allocations.

To ask the Secretary of State for Scotland what estimate he has made of the proportion of household waste which is currently recycled in Scotland; and if he will make a statement.

The percentage of household waste which is recycled in Scotland was estimated at about 2 per cent. in 1990, the latest year for which figures are available.
