§ Mr. Lennox-BoydAt the Paris consultative group meeting in May, bilateral donors and the EC imposed restrictions on new aid. The United Kingdom has withheld balance of payments support, suspended new training awards and restricted certain other kinds of assistance. Humanitarian aid is not affected by these conditions and has continued to be provided both for Malawians and for Mozambican refugees in Malawi. At a political level, and in concert with our EC partners and others, we continue to stress to the Malawi authorities the need for a material and permanent improvement in human rights.
