To ask the Secretary of State for the Environment if he will publish his Department's latest estimate of the total sum set aside by local authorities in England derived from capital receipts not available for reinvestment.

Mr. Robin Squire

About £5 billion of the total of £5½ billion set aside by local authorities as provision to meet credit liabilities at 31 March 1991 is likely to have originated from set aside capital receipts.
