asked Her Majesty's Government:

With regard to their proposal to introduce legislation to enable flat owners to buy the freeholds in certain circumstances, whether they will publish lists of those consulted between publication of the consultation document on Commonhold and the pamphlet Enfranchisement of Long Leasehold Flats in March 1992; listing separately those organisations representing flat-owners and those representing landlords; and what representations were received as to the price which should be paid by flatowners for their flats on enfranchisement.

I have placed lists of consultees in the Library.

There were representations about valuation from individual flatowners, flatowners' groups, individual landlords and landlords' groups. Landlords generally argued that they should receive a sum greater than the proposals would give. They want the entire marriage value created by the bringing together of the landlords' and participating tenants' interests. Flatowners on the other hand generally argued that they should pay less than required by the proposals.

They want to pay simply for the landlords' interest as a third party purchaser, without an element of the marriage value.
