§ Mr. WaldegraveHer Majesty's Government consistently pressed for proper assessment of proposals and rigorous evaluation of results to ensure effective management of research programmes. The EC Council of Research Ministers on 12 October welcomed the evaluation of the second EC R and D framework programme carried out by CREST—the EC science policy advisers' committee. The report was prepared under United Kingdom chairmanship, and a copy will he placed in the House of Commons Library. The Council considered that this report should help to determine future EC R and D priorities, and underline the need for regular and independent evaluations.
