Mr. Alex Carlile

To ask the Secretary of State for National Heritage ( 1 ) what plans he has to introduce legislation giving greater effective sanctions, including fines, to the Press Complaints Commission against newspapers found to have violated Press Complaints Commission regulations concerning decency in the press;

(2) what plans he has to establish a statutory independent press authority; and if he will make a statement.

I shall consider what, if any, action needs to be taken when I have received and studied Sir David Calcutt's report on press self-regulation. Meanwhile, I have no plans for legislation.

To ask the Secretary of State for National Heritage if he will make a statement on the progress of the Calcutt commission concerning privacy and the press.

I understand from Sir David Calcutt that he hopes to present his report to me early in 1993.
