§ Mr. Lennox-BoydBoth bilaterally and with our European Community partners, we have regularly raised with the Indian Government our concerns about abuses by security forces in Punjab and Kashmir. They have told us of their determination to investigate allegations of abuses and to bring wrongdoers to justice, and that over 250 members of the security forces in Kashmir and Punjab have been punished.
