To ask the Secretary of State for Social Security, pursuant to his answer to the hon. Member for Coventry, North-East (Mr. Ainsworth), of 6 July,Official Report, columns 85–86, if he will make an estimate of the cumulative spending and savings made on the various national insurance benefits since 1979.

Reliable estimates are not possible because there have been significant changes in the number and characteristics of beneficiaries, and in general economic circumstances, since the measures were introduced.
