§ Mr. Douglas HoggThe main purpose of my right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs' speech, a copy of which has been placed in the Library of the House, was to offer a response, on behalf of the European Community and its member states, to the Secretary-General's report "An Agenda for Peace". In the subsequent debate in the general assembly there was widespread agreement that the report was welcome, and that it provided a quarry of ideas to be followed up on a case-by-case basis and in the relevant UN bodies.
