§ Mr. Kenneth CarlisleWe announced on 6 August a substantial deregulation in the provision of motorway service areas—MSAs. This followed on from the commitment we gave in the citizens charter for more MSAs more quickly. In future MSAs may be more frequent—every 15 miles instead of around 30 miles; and the private sector, not the Department of Transport, will take the initiative in finding and acquiring sites and obtaining planning permission for the development of MSAs. We believe that the surest solution is to free the market to provide.
