To ask the Secretary of State for Wales if he will give the figure for the total amount in local authority housing capital receipt accounts across Wales.

Mr. Gwilym Jones

The latest information available relates to 31 March 1991, when local councils held £32.7 million of housing capital receipts and this sum may be re-used by the councils.

At the same date, after allowing for redemption, Welsh local councils had outstanding loan debt of £976.3 million on their housing revenue accounts.

To ask the Secretary of State for Wales (1) what consultations he has had with the chairman of Tai Cymru concerning the impact of the proposals contained in his consultation paper on the future development of Welsh housing associations on(a) smaller housing associations, (b) housing associations specialising in infill and refurbishment and (c) small builders;

(2) what standards of (a)building development and(b)management capabilities he proposes to set as a minimum quality threshold for Welsh housing associations; what consultations he has had with (i) Tai Cymru, (ii) the Welsh Federation of Housing Associations and (iii) the Welsh Association of District Councils concerning the relationship between the development of new-build housing association development and the management of the housing association-owned estate; and if he will make a statement;

(3) what consultations he has had with the chairman of Tai Cymru concerning the reduction of the number of housing associations in Wales approved and grant aided for (a)building new affordable housing and (b)managing estates.

These are matters which it is for the board of Housing for Wales to consider in the light of the consultation process currently under way.

To ask the Secretary of State for Wales if he will make a statement concerning supplementary credit approvals for local authority housing estate partnership programmes in Wales.

Mr. Gwilym Jones

Under the estate partnership programme an initial supplementary credit approval of £3 million has recently been offered to Cardiff city council and one of £ 1.5 million to Merthyr Tydfil borough council to help them fund remedial works on the Ely West and Gurnos estates respectively. Discussions with Arfon borough council continue as regards their proposals for Tai Station estate, Bangor.

To ask the Secretary of State for Wales what is his policy on the modernisation of aging council housing stock in Wales.

Mr. Gwilym Jones

This is a matter for local authorities to address when deciding their priorities within the framework provided by "Housing in Wales: An Agenda for Action".

To ask the Secretary of State for Wales what percentage of Welsh households in 1991(a)lacked or shared a bath or shower,(b)had no inside WC,(c)had no central heating or(d)lived in a density of more than one per room.

The Office of Population Censuses and Surveys (OPCS) has to date published only a selection of 1991 census results in the county monitor series (CEN 91 CM). The Wales percentages given as follows for 1991 are provisional as they are derived directly from the rounded statistics in those monitors. National level results will be released by OPCS in November 1992 and more detailed results published in county reports later this year and in 1993. Percentages for 1981 are also given in the following table.
