§ Mr. NeedhamWe have received a number of letters calling for a ban on imports of pentachlorophenol-treated cloth and for a relaxation of effluent emission standards. We do not regard an import ban as practicable or consistent with the polluter-pays principle. Effluent emission standards are a matter for my right hon. Friend the Secretary of State for the Environment.
