To ask the Secretary of State for the Environment what relationship or link there is between the review of local government and the work of the Parliamentary Boundary Commission.

[holding answer 27 November 1992]: So far as practicable, the Boundary Commission for England should avoid recommending constituencies which cross county or London borough boundaries. The Commission is due to submit its next report to my right hon. Friend the Home Secretary by 31 December 1994 on the basis of the local government boundaries effective at 1 June 1994. We hope to implement the first changes following reviews by the Local Government Commission for England of local government structure, boundaries and electoral arrangements on 1 April 1994. The Local Government Commission is required to consult the boundary commission on its draft recommendations.
