To ask the Chancellor of the Exchequer what was the total number of(a) established and (b) unestablished civil servants, including those in next steps agencies, on 1 January 1980 and on 1 September 1992, including those on short-term contracts.

Mr. Nelson

The number of civil servants, including those in next steps agencies, was 707,620 on 1 January 1980 and 565,319 at 1 April 1992, the latest published data. We do not collect information for 1 September. Data for 1 October will be available shortly. No breakdown between numbers of established and unestablished staff is available: the concept of unestablished service was abolished with effect from 1 April 1991.
