§ Mr. StrawTo ask the Secretary of State for the Environment if he will publish and place in the Library in hard copy and in machine-readable form, as soon as possible after issuing his provisional capping criteria for 1993–94, a table showing for each authority its 1992–93 budget with and without adjustments for local authority functions the maximum possible 1993–94 budget permitted by his provisional capping criteria and the percentage changes between both versions of the 1992–93 budget and the maximum 1993–94 budget.
§ Mr. HowardI shall shortly be placing in the Library in hard copy and machine-readable form a table showing each authority:
- (a) its 1992–93 budget on the basis of the latest information available to me;
- (b) the notional amount (ie the base from which to measure the budget increase for capping purposes) which I have proposed for it;
891 - (c) an illustrative exemplification, on the basis of my proposals for notional amounts and the exemplifications of the proposed standard spending assessments (SSAs) which I have published in my consultation paper on the Settlement, showing the maximum 1993–94 budget which would not be excessive or represent an excessive increase under my provisional capping criteria; and
- (d) comparisons between this maximum and its 1992–93 budget and proposed notional amount respectively.
It is not possible to calculate the maximum possible 1993–94 budgets permitted by my provisional criteria until final notional amounts have been specified and final standard spending assessments have been calculated, which will necessarily be after the notional amounts and the local government finance reports have been made and approved by the House.
§ Mr. StrawTo ask the Secretary of State for the Environment if he will publish and place in the Library in hard copy and in machine-readable form, as soon as possible after issuing his proposals for transitional relief for 1993–94 council tax payers, a table showing for each authority the transitional relief scheme council tax liability for a property in band D with no discounts to be used to calculate the entitlement to transitional relief.
