§ Mr. NorrisThe capacity of roads is a matter for the responsible highway authority. The British Airports Authority has consulted widely about its proposals for a fifth terminal at Heathrow airport and my Department is considering with them what improvements to the trunk road network may be necessary as a result of these proposals.
