§ Mr. Baldry[holding answer 23 November 1992]: The Department does not hold information on the number of blocks of flats in England. The best estimate comes from the 1986 English house condition survey, which suggests that there are some 164,000 purpose-built and converted blocks in England containing either four or six flats. No data were collected on who owns the freehold of these blocks.
