To ask the Secretary of State for Transport what discussions he has had concerning the principle of unlimited and absolute state liability for damage to citizens and the environment in the event of an accident involving the proposed shipment of plutonium from Sellafield to Japan; and if he will make a statement.

I have been asked to reply.

No arrangements have been made at this stage for the shipment of plutonium from the United Kingdom to Japan. Liability for an accident arising from shipments of plutonium would be governed by relevant domestic and foreign law.
