§ Mr. Douglas HoggThe seventh round of bilateral negotations between Israel and Arab delegations resumed in Washington on 9 November after a break for the US elections. The atmosphere remains good. The negotiations are addressing substance. All sides are in our view seriously engaged. The incoming US Administration have declared their commitment to the process.
