§ Mr. ScottMy right hon. Friend the Secretary of State has today laid the council's report before Parliament (Cm 2091). As with all IIAC reports, we will give it careful consideration. We will announce our decision about implementing the recommendations once the medical, administrative and financial issues raised by the report have been examined.
