To ask the Secretary of State for Foreign and Commonwealth Affairs what is the current level of assistance provided by the United Kingdom Government to Guyana; what additional assistance was already committed or programmed prior to the elections; and which additional types and levels of assistance Her Majesty's Government expect to offer as a consequence of Guyana achieving democratic status.

Between 1989–90 and 1991–92 we provided to the Government of Guyana £13.7 million in programme aid and a continuing programme of technical assistance running at approximately £1.5 million per year. For 1992–93 no new capital aid commitment was made because of delays in holding free and fair elections. The technical assistance programme continued, albeit at a slightly reduced level. We also contributed £60,000 to the Commonwealth Secretariat Guyana elections monitoring mission. We have started discussing future assistance with the new Guyana Government, but no decisions have yet been reached.
