To ask the Secretary of State for Scotland on how many occasions he has sought aid for(a) Greenock and Port Glasgow and (b) Strathclyde in each of the past nine years under the terms of article 92(3) (a)> of the treaty of Rome; and if he will make a statement.

[holding answer 24 November 1992]: Article 92(3)(a) of the treaty of Rome sets out one of the grounds on which state aid may be considered to be compatible with the Common Market. It does not provide a means of seeking EC assistance, and the question of seeking aid under its terms does not therefore arise.
