To ask the Secretary of State for the Environment what specific resources have been made available to local authorities to assist them in meeting the special needs of the elderly and physically disabled people, drug and alcohol misusers, people with learning disabilities, and people with HIV or AIDS under the community care legislation which comes into force in April 1993.

I have been asked to reply.

A special transitional grant of £539 million will be made available to local authorities in England next year for their new responsibilities for community care. This covers all relevant client groups, and will be additional to authorities' general funding through the revenue support grant and specific grants for mental illness, HIV/AIDS and alcohol and drugs misuse of £34.4 million, £12.4 million and £2.3 million respectively.
