To ask the Secretary of State for Wales if he will make it his policy to amend the Use Classes Order so as to allow properties in the private rented and privately owned sectors to be covered by requirements for express consent when a property changes from housing individuals from within a local community to housing people from outside the community.

To ask the Secretary of State for Wales if he will make it his policy to review the procedure whereby planning permission is granted for the conversion of farm buildings into second homes.

Mr. Gwilym Jones

No. Normal planning procedures apply and appropriate guidance is given in planning policy guidance (PPG) note 7 published in January this year.

To ask the Secretary of State for Wales if his Department will publish an estimated figure for the new social housing units which will be required in Wales as a direct result of the implementation of the care in the community programme.

Mr. Gwilym Jones

It is not possible to make such an estimate at present. Information will only become available as a result of assessments of people's needs for social and community care, including housing, from 1 April 1993, when the provisions of the NHS and Community Care Act 1990 come into force. This information will be aggregated and summarised in the social care plans produced by local authorities, jointly with housing authorities, and published by 1 April annually.

To ask the Secretary of State for Wales if he will list the marina developments undertaken in Wales since 1980; how many houses and flats have been constructed as part of the marina schemes; and what proportion of such houses are currently second homes.
