§ Mr. FormanTuition fee expenditure on mandatory awards for first degree students in universities, polytech-nics and colleges in England and Wales was £680 million in the academic year 1990–91. Information on fee expenditure for students receiving a nil maintenance grant because of high parental or other income is not available. However, 27.4 per cent. of students in receipt of mandatory awards received nil maintenance.
