§ Mr. MacGregorWe are undertaking a major three year study of congestion in London. This is to inform debate on road pricing in towns and cities. No decisions have been taken. As the Chancellor indicated in his autumn statement, I will publish a Green Paper early next year on the scope for motorway charging.
