§ Mr. Home RobertsonTo ask the Secretary of State for Scotland if he will institute an inquiry into the incidence of proxy purchasing of council houses involving contracts 275W between elderly tenants who qualify for the maximum discount under the right-to-buy legislation, and third parties outwith their families who provide the purchase price in return for a legal right to inherit the property; and if he will make a statement on the Government's view of this practice.
