§ Mr. WaldegraveThe citizens charter is a programme of continuous improvement. As targets are set and met, they will be reviewed and improved upon. We will also Look to extend service standards into new areas of public service. We plan in the next year to publish a courts charter for England and Wales; a further and higher education charter; a revised parents charter, including improved standards of service; a revised Customs and Excise travellers charter; and heritage charters, to be issued by Cadw, Welsh Historic Monuments and Historic Scotland.
The patients charter will be extended to cover primary health care.
In addition, the following charters will be published in Northern Ireland: a bus passengers charter; Royal Ulster Constabulary charter; and a Northern Ireland courts service charter.
