Three days' notice was given to the Irish Republic because of the country's inclusion in the common travel area. Other member states were not given advance notice.

Members, one Member of the European Parliament, 12 independent, charitable and church organisations and a number of members of the public had made written and telephone representations on matters arising out of the decision to implement the visa regime. These representations have mainly concerned requests to waive visa requirements in certain circumstances.
