§ Mr. FormanThe total funding for higher education in England next year was announced by my right hon. Friend170W the Chancellor of the Exchequer on 12 November. It is for the Higher Education Funding Council to decide how to distribute its total grant between institutions, taking account of the interests of those with special needs and other factors.
