I am placing in the Library of the House copies of the formal response submitted to me by the Welsh local authority associations, individual authorities and others, together with the reports prepared by the structures group and its sub-groups. These latter reports were prepared as advice for the Welsh consultative Council on Local Government and do not necessarily reflect the views of the Welsh Office or the local authority associations.
