§ Mr. Douglas HoggThe Kaliningrad region of the Russian republic contains the headquarters of the Russian Baltic fleet. We understand that there are at least 30,000 ground forces, as well as significant numbers of aircraft of the Russian naval air force and the Russian air force based there. Kaliningrad is a significant staging-post for Russian ground troops withdrawn from Germany and Poland.
