Acccording to returns made to the Department of Education, 11,478 students received discretionary grants from local education authorities (LEAs) in Wales in the academic year 1990–91. This is the latest year for which such information is available. Similar information for previous years could only be provided at disproportionate cost.
The allocation of money for discretionary grants is a matter for LEAs. Each LEA determines its own discretionary grants policies, the cost being met from within its own resources.
