§ Mr. Gwilym JonesCounty joint planning teams—which are led by social services departments and consisting of representatives of health authorities, housing associations, education authorities, voluntary organisations, service users and their carers—are responsible for the planning and the priority of services for the mentally handicapped including those provided by Mencap in Wales. The available resources are then allocated according to the locally determined priorities.
