§ Mr. FormanThe Department does not collect details of higher education students by place of residence. Students in receipt of mandatory awards receive grant at a different rate if they are living at home. It is estimated that the number of mandatory award holders in England and Wales receiving grant at parental home rates rose from about 30,000 in 1986–87 to about 39,000 in 1990–91.
