To ask the Secretary of State for the Environment what plans he has to compensate local authorities for the extra expenditure they have incurred as a result of the influx of displaced persons from the former Yugoslav republic; and if he will make a statement.

The resources made available to local authorities through the local government finance settlement include appropriate provision for dealing with the kind of needs which displaced persons present. I recognise that the recent influx from the former Yugoslav republic has placed an exceptional burden on a small number of authorities, however, and I am prepared to make available special grant to assist the worst affected cases. My officials will be discussing proposals for this with representatives of the local authority associations.
