To ask the Secretary of State for the Environment what steps he has taken to assist the local authorities which had deposited money with BCCI.

[holding answer 10 November 1992]: Authorities which applied to do so were allowed to treat their losses as capital expenditure, so that they could be met from capital receipts or by borrowing. Authorities which sought temporary increases in their aggregate credit limits, in order to maintain their borrowing capacity, were granted them.
