To ask the Secretary of State for Foreign and Commonwealth Affairs what monitoring procedures of the maintenance of human rights accompanies the payment of moneys under the terms of the know-how fund; and if he will make a statement.

Mr. Lennox-Boyd

The know-how fund provides British expertise to the relevant countries rather than making payments of money. The purpose of the fund is to promote progress towards the market economy and democracy, including human rights. The human rights situation is monitored both bilaterally and through multilateral bodies such as CSCE and the Council of Europe.
