To ask the Secretary of State for Transport what assessment his Department has made of the effect of relying upon motorists using their lights in tunnels rather than a high quality of public lighting on the number of accidents; and if he will make a statement.

Tunnel lighting requirements depend on a range of factors including the tunnel length and the traffic flows and vehicle speeds; they are set out fully within a British Standard code of practice. For road safety reasons, lighting provision needs to overcome the adaptation problem for drivers when entering a tunnel from bright daylight conditions, but the numbers of accidents are too small to allow reliable studies of the direct relationship between lighting levels and accident causation.
